Open House and Survey on Roseland Golf Course Clubhouse Concept
The City of Windsor is moving forward with plans to construct the new Roseland Golf Course Clubhouse, aiming to incorporate current golfing trends into the design and construction of this future golf course amenity.
Roseland offers an 18-hole golf course designed in 1926 by renowned golf course architect Donald J. Ross and constructed in 1927. The property is the centerpiece of the Roseland Park subdivision. The course itself was designated under the provisions of the Ontario Heritage Act in 2003.
The new Roseland Golf Course Clubhouse concept was created by GGA Partners, an international consulting firm and trusted advisor to many of the world’s most successful golf courses, private clubs, resorts, and residential communities. GGA Partners was retained to develop Roseland’s Strategic Business Plan (2019), oversee public consultation on the project (2020), and complete the Clubhouse Feasibility Study (2021).
Approximately $5.7 million is available through the City’s 10-year capital plan for Roseland, with funding to support demolition of the existing clubhouse, site servicing, temporary arrangements for staff during demolition and construction, and the design and construction of the new clubhouse.
Design elements for the new facility will include:
- Increased focus on golfing and the golf course
- Smaller footprint for the physical building, at approximately 5,500 square feet
- One floor
- Building oriented towards the golf course and putting green, preserving the putting green and blending seamlessly into the broader site
- A move towards covered outdoor seating, in place of traditional indoor seating
- Convenient, grab-and-go style food and beverage service
- Upgraded washroom facility
- Storage facilities and an administrative area
Residents, golfers, user groups and stakeholders are invited to attend an in-person public open house to learn more about the proposed clubhouse design concept and engage with project team members. Those interested can also participate in an online feedback survey (coming July 31, 2025).

The feedback survey will be open from July 31 until August 15, 2025.
The proposed concept will be reviewed at a future City Council meeting.

Roseland Golf Course Clubhouse Public Consultation Timeline:
- Dec 2019: Roseland Board retained international golf course consulting firm, GGA Partners, to develop a Strategic Business Plan.
- Apr 2020: GGA’s plan was completed, with public discussions taking place.
- Findings: Recognized clubhouse is old, has major capital expenses, operates at an overall loss, and was too large for current demands.
- Recommended: Demolishing existing clubhouse, conducting a Clubhouse Feasibility Study, replacing with a new smaller clubhouse, making a portion of the parking lot available for a possible housing development, and using any revenue generated from that project to help cover costs of constructing a new clubhouse.
- Dec 2020: Roseland Board retained GGA Partners for the Study.
- Feb 2021: Residents able to provide feedback through a Survey.
- Mar 2021: Clubhouse Feasibility Study completed, including recommendations to demolish the current clubhouse, construct a new clubhouse, and no longer supporting curling at site.
- Mar 2023: Strategic Business Plan and the Feasibility Study shared with Council.
- Apr 2023: Council direction to begin public consultation and bring back options regarding redevelopment of the parking lot, clubhouse, and options for curling.
- Mar 2024: Housing Solutions Made for Windsor plan endorsed; seeks to make City-owned properties available for residential developments to support housing targets; Roseland Clubhouse & Parking Lot were identified for this initiative.
- Mar 7, 2024: Public Information Centre to solicit public feedback on potential housing development at the site.
- Mar 2025: Roseland Board re-engaged with GGA Partners to move forward with the design concept of the future clubhouse.
- May 2025: Roseland Board of Directors endorsed the proposed concept and elements for the future clubhouse.
- July 2025: Mayor Dilkens directed City Administration to proceed with public consultation on the proposed concept for the future clubhouse.
