Housing Solutions Made for Windsor Future Residential Development Announcement and Roseland Golf Clubhouse Update
$33.5 million investment includes 48 new condominium units as part of “The Residences at Roseland” development and new Roseland Golf Clubhouse
Windsor Mayor Drew Dilkens, members of City Council, City administration, Valente Development Corporation, and Bear Construction and Engineering Inc. have announced the third major future development advancing under the City’s Housing Solutions Made for Windsor portfolio.
Through a Prequalification/Expression of Interest process, the joint venture between Valente Development Corporation (Valente) and Bear Construction and Engineering Inc. (Bear) was selected as the successful respondent. The Roseland site is a key property under the City’s Housing Solutions Made for Windsor (HSMFW) strategy, which focuses on making shovel ready municipally owned lands that show high potential for residential housing developments. The HSMFW strategy is aimed at increasing housing supply across Windsor to support current and future growth and development while also supporting the City’s provincial pledge to help facilitate development of 13,000 homes by 2031.
“The Residences at Roseland” – Residential Development
The Valente concept features a traditional architectural design, utilizing materials such as traditional face brick and limestone accents, with colour palettes intended to integrate seamlessly with the surrounding buildings. The development will feature:
- A four-storey multi-residential condominium
- 48 units ranging in size from 700 to 1,555 square feet
- A mix of one-bedroom, one-bedroom plus den, two-bedroom, two-bedroom plus den, and three-bedroom units
- Views of the Donald Ross Roseland Golf Course for 80% of the units
- 83 parking spaces, with 72 of them located below ground
- Amenities such as a Golf simulation room, Event room, sauna, secure storage, electric vehicle (EV) charging, and more
Roseland Golf Clubhouse
As part of the announcement, Mayor Dilkens also provided an update on the project to build the new Roseland Clubhouse. In parallel with the residential development by Valente, the City, with Council approval, has retained Bear for the design-build of the new Roseland Golf Clubhouse, which will feature:
- An approximately 5,600-square-foot building footprint
- Approximately 2,000 square feet of covered patio space
- Administrative offices, meeting rooms, golf academy teaching space, food and beverage areas, restrooms, and supporting amenities
The project also includes reconstruction of the parking lot, with over 200 dedicated parking spaces to support golf course and clubhouse operations, and upgrades to the Pro Shop, Halfway Hut and bag drop area, with minimal reworking of the nearby putting green. Bear is working from a modern design that was influenced by resident and user feedback throughout extensive public consultation.
Required site servicing redistribution has been completed to ensure the golf course can remain operational throughout all phases of clubhouse demolition, which is currently underway with a target completion date of August 2026. Valente will begin work on the residential development once demolition of the clubhouse is complete. Substantial completion of the new clubhouse is anticipated for late summer/early fall of 2027. Proceeds of the sale of the residential lands to Valente will be used to fund, in part, the design and construction costs of the new clubhouse by Bear.

Upcoming Public Open House for “The Residences at Roseland” Development
As part of the planning process for the new residential development, Dillon Consulting will host a public open house to provide information and receive community feedback on the rezoning and official plan amendments. Residents can participate as follows:
- In Person: Thursday, April 30, 2026, from 6:00 p.m. to 7:30 p.m., at the Capri Pizzeria Recreation Complex – Hickory Room, 2555 Pulford Street.
- Virtual: Advance registration is required by emailing roseland@dillon.ca by 12:00 p.m. on Wednesday, April 29, 2026. Participants will receive a meeting link via email to participate in the session.
